Add the followings in the weblogic startup script to add the proxy configuration:
-Dhttp.proxyHost=[http-proxy-host-url]
-Dhttps.proxyHost=[https-proxy-host-url]
-Dhttp.proxyPort=[proxy-port]
-Dhttps.proxyPort=[ssl-port]
